In recent years, under the guidance of economic globalization and information technology development, new forms of business, such as cross-border online shopping and Haitao, have continued to emerge. The “Internet+” has spawned a new business model of cross-border e-commerce, importers and wholesalers. Domestic and foreign channel monopolies such as distributors and distributors have been broken. New connections between production companies, retailers and consumers have been established. This not only effectively reduces the cost of goods circulation, but also provides a new path for global trade.

As an important force in promoting global trade cooperation, China has in recent years introduced a series of measures to promote the development of cross-border e-commerce. Following the Hangzhou Cross-Border E-Commerce Comprehensive Testing Zone, in early 2016, the State Council approved Tianjin, Shanghai, Chongqing, Hefei, Zhengzhou, Guangzhou, Chengdu, Dalian, Ningbo, Qingdao, Shenzhen, 12 cities including Suzhou City set up a cross-border e-commerce comprehensive pilot zone.

The scale of cross-border e-commerce trade in China has also rapidly increased. In 2016, China’s cross-border import e-commerce trade scale was 1,200 billion yuan, officially entering the “trillion era”.

According to data from the Ministry of Commerce, in the first half of 2017, the scale of cross-border e-commerce import and export in the 13 comprehensive test areas exceeded 100 billion yuan, which was more than double the year-on-year increase. Among them, the proportion of B2B has reached 60%, and cross-border e-commerce import and export has become a new growth point for China's foreign trade development.

At the same time, the comprehensive innovation zone has established relevant policy frameworks to six systems (including information sharing, financial services, smart logistics, e-commerce credit, statistical monitoring and risk prevention and control systems) and two platforms (ie, integrated online service platforms and The core of the offline integrated industrial park is the core, which has boosted the transformation and upgrading of the industry and expanded the new channels of “mass entrepreneurship and innovation”.

In September of last year, the 187st executive meeting of the State Council made a study and decided to extend the transitional period for cross-border e-commerce retail import supervision for a period of one year to the end of 2018, ie to continue to Tianjin, Shanghai, Hangzhou, Ningbo, Zhengzhou, Guangzhou, Shenzhen and Chongqing. The cross-border e-commerce retail import commodities of 10 pilot cities (regions) such as Fuzhou, Pingtan, etc. are temporarily supervised according to individual articles.

The decision to prolong the transition period fully reflects the state's regulatory concept of “acceptance and prudence” for new business models and new models. It maintains the continuity of existing policies, stabilizes industry expectations, and plays a positive role in promoting the development of cross-border e-commerce retail imports. .

At the same time, the improvement of customs clearance efficiency, the acceleration of the construction of bonded warehouses, and the promotion of policy trends such as the “Belt and Road Initiative” have also made cross-border e-commerce trade an important force in transforming and upgrading foreign trade and building a strong trading nation.
